Configure activation keys in Satellite

Description

As any logged in user I want satellite to be deployed to DEV So that the rest of the team can develop on the pipeline.

Acceptance Criteria

When Satellite deploys correctly Then systems will be able to attach to it.

Blockers

If the activation keys arent created correctly Then systems cannot connect and develop Until we do this
