Integrate Gitlab CI

With the creation of the CI/CD framework in platform-apps there was no need for a pipeline in every role.

However with the restructuring of the repo platform-apps which goes based off a tagging system, we will want to have finer control over an app that's functional at a certain point in time.

The first step to this goal is to integrate CI at every role level
