Remove ability to delete namespaces between installs

In issue #16 (closed) we added the ability to delete the namespace between installs, to keep service-mesh idempotent. We implemented this ability with the caveat to fix this at a future time. The reasoning this was implemented in the first place was to get around install failures from multiple install attempts, we should go ahead and diagnose the issue and fix it
