Create/Import Prometheus Rules for Redis Metrics

We would like to create PrometheusRule resources when a monitoring package installation is present in the k8s cluster that will look for Redis metrics and alert when the redis cluster is in an unhealthy or inconsistent state.

AC:

• Outline metrics and data for Alerts
• Create PrometheusRule resources based on metrics and data
• Rules are present in Alerts tab of a Prometheus instance
