Update velero-plugin-for-csi image

Summary

The Velero Plugin for CSI image is using the v0.1.2 tag still, which no longer creates the correct GVKs for the snapshot CRD (see release notes for Velero v1.9.0 for deprecation warning). The v0.3.0 tag includes a change to create the correct GVK for this CRD, and is available in IronBank.

Symptoms

Velero pod is in CrashLoopBackOff with the following error after upgrading to velero v1.9.0 via BB and continuing to use the csi plugin, configured via the helm values:

Solution

Please bump the image using this MR nvm thank you @micah.nagel !
