Resolve "Update Minio Chart Dependency"

For #43 (closed)

This pulls in the latest minio chart dependency which brings back adding in the istio annotations to the minio charts.

This BB MR will actually pass the values through which wasn't happening before to packages with a dependency on Minio: https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/1355
