Add CODEOWNERS

I would like to see more overlap between gatekeeper/OPA and CA codeowners since they're so tightly coupled together...would that be a problem?

In my mind its almost the same relationship as an operator package and the main package (at a high level, cluster auditor depends on opa for the CRDs). I think we had discussed this in the CODEOWNERs meeting.

EDIT: This might actually be changing in the future so I'm fine with it as is.
