Integrate generic oauth provider

• moved elasticsearch oidc realm def into a helper function to consolidate
• exposed default keycloak values as fields which can be overridden from the bb side

Outstanding issue: the ES pods do not appear to restart when the underlying flux repository (this repo) is updated. The logging/logging-ek-es-master-es-config secret is updated correctly, but that doesn't cause the pod to restart and the changes aren't automatically applied.

Not sure if this needs to be resolved prior to merging, but I'm open to suggestions..
