point istio-cni hub to dso.mil domain instead of dsop.io domain

chart/values.yaml cni.image.hub is pointing to the dsop.io domain. Since the cert for that domain expired, this needs to point to the dso.mil domain. Temporary fix is to pass in an override until this fix is merged.
