Istio sso options don't work

Hi,

I'm attempting to follow https://repo1.dso.mil/platform-one/big-bang/apps/core/istio-controlplane/-/blob/main/docs/KEYCLOAK.md to configure istio.sso options along with authservice. I've followed the directions and marked istio.sso.enabled as true and set istio.sso.namespace to an existing namespace, but no ha-proxy nodes are set up. Auth redirection doesn't work for either kiali or jaeger
