If we want to support airgap users of TID we should add the TID images to https://repo1.dso.mil/platform-one/big-bang/apps/core/istio-controlplane/-/blob/main/tests/images.txt

Should include proxy, pilot, install-cni (and any others required for TID). These are used in the building of the airgap bundles in addition to whatever was run in CI.
