Add flexibility for the Jaeger resource ElasticSearch storage options

Summary

Currently the Jaeger resource storage options constrain the user of this chart to the hardcoded values found in the jaeger.yaml template. IronBank wishes to customize the ElasticSearch options.es: block to set the number of shards and replicas, although there are many possible values that could be set here.
