Update svc-patch-job image value to use Big-Bang Base Image

Instead of using an old gitlab/kubectl image for this svcPatchJob.image value, update the image definition to point to registry1.dso.mil/ironbank/big-bang/base:8.4.

• Ensure Package deployments are happy with change
• Ensure CI jobs are happy with change
• Ensure that the synker file includes the image - registry1.dso.mil/ironbank/big-bang/base:8.4

Note: It will be necessary to simulate an upgrade from 1.32.0-bb.2 to fully test the job since 1.36 -> 1.36 will not perform all job tasks.
