Monitoring - Prometheus metrics scraping of Vault package

Michael Martin requested to merge prometheus_metrics_scraping into main

testing requires these bb changes:

The ServiceMonitor lives here instead of in Vault, as the monitoring package now depends on Vault to be up in order for Vault to side-car the prometheus pod.
