BUG, cannot enable OPA Gatekeeper validating webhook

README file for OPA git repo is specifying default value for disableValidatingWebhook as false but in my bigbang cluster (v 1.0.7 and 1.1.1) without any changes to the environmental configmap, the default value is set to true. I also tried to explicitly set the value to false in my the bigbang environment configmap but the helm chart wasn't respecting the change. Not sure if the problem is on OPA side or bigbang umbrella side.

When I run kubectl get validatingwebhookconfiguration I don't see OPA Gatekeeper and I can't make it appear by trying to edit the helm values.
