Enable support for gitlab runner tests in Big Bang CI

Big Bang CI will run the Helm tests for each package. The gitlab runner tests are not working when run in this pipeline. Investigate why and fix the issue. See https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/595
