Consume Internal Postgresql Image in sub-chart from registry1

The Database used in Development/CI should be pointing to a registry1 image and match the other addons that have the option to deploy a dev/CI database controlled by a sub-chart.

Work has already be started to investigate in branch ib-postgres & MR !116 (merged)
