Sideqik pod has Incorrect permissions at /srv/gitlab/public/uploads

The /srv/gitlab/public/uploads directory has invalid permissions and prevents sidekiq from exporting vulnerability reports.

Sidkiq job reports the following error: Errno::EACCES: Permission denied @ dir_s_mkdir - /srv/gitlab/public/uploads/-
