Resolve "update rolling upgrade job with new tag"

Forgot to update the rolling upgrade job on the last Gitlab MR. Made the tag a variable so that the script does not need to be updated with each BigBang release. Will only need to update the rolling upgrade script if there is a gitlab upgrade.
The CHART_VERSION environment variable will always match the bigbang Gitlab tag.
