Add Limits and requests to HA-Proxy

Authservice ticket https://repo1.dso.mil/platform-one/big-bang/apps/core/policy/-/issues/70 needs requests and limits set for Authservice namespace. HAProxy is deployed onto the Authservice NS as part of authservice deployment in BigBang
