Enable Job DNS Egress regardless of if SSO is enabled or not

Summary

Currently the Nexus Job pod DNS egress netpol is not created if values.sso.enabled is not true. Is there a reason SSO would need to be enabled in order for these pods to be granted egress traffic for DNS? IronBank currently does not have SSO enabled for Nexus, but we do have istio injection turned on and are using the repo Job to provision repositories, which means the istio-sidecar containers for the repo Jobs pods fail to start because they cannot resolve istiod.
