Update the dependency check on the DockerFIle

**Request:**
The pipeline team manually updated the dependency-check plugin version on the partybus sonarqube deployment (see attached screenshot) as this was something they needed ASAP. Request to update the dependency check sonar plugin in the DockerFile from 1.2.6 to 2.0.7

Current:

https://github.com/dependency-check/dependency-check-sonar-plugin/releases/download/1.2.6/sonar-dependency-check-plugin-1.2.6.jar

Update:

https://github.com/dependency-check/dependency-check-sonar-plugin/releases/download/2.0.7/sonar-dependency-check-plugin-2.0.7.jar
