Convert test image from busybox to IronBank image

The upstream test is worthwhile to keep since it checks the endpoints. But, it uses busybox, which is not an Iron Bank image. We should move the image to an Iron Bank approved image.

I could not find an IB image containing wget, so it might be easier just to convert the wget test over to use curl and then use the ubi8-minimial image.
