Cleanup NeuVector Repo

Since this will become a core package owned by the BB team we will want to clean up the repo to match BB standards and only include install methods/docs for BB.

From a quick scan this would mean deleting:

• install.yaml
• zarf/

This should be coordinated with the current contributors to ensure that they are not caught off guard.
