Finalize First Tag of Tempo for deployment into BigBang

Using the exiting upstream branch, update to ensure it follows all prerequisites for being a BigBang package:

• Gluon library as dependency
• Updated README from gluon library
• Resource limits/requests are set for all pods in deployment
• NetworkPolicies exist in chart/templates/bigbang/networkpolicies/
• Only uses IronBank images
• CI passes
