Fix SSO Bug/Hashed Passwords

Fixes issue: https://repo1.dso.mil/platform-one/big-bang/bigbang/-/issues/135

Turns OAuth/Hashed Passwords on by default to prevent issues where passwords get out of sync when the SSO config job runs.

Lumping in some changes also to clean up the test values.
