Modify existing PeerAuthentications to allow mtls mode as helm value

Per changes discussed in https://repo1.dso.mil/platform-one/big-bang/apps/core/argocd/-/merge_requests/68 , update the existing PeerAuthentications to allow users to pass in a helm value for the mtls mode.
