Consolidate Flux Install

• Deprecate https://repo1.dso.mil/platform-one/big-bang/apps/sandbox/fluxv2
• Move Flux install components from scripts/deploy/01_deploy_bigbang.sh to scripts/deploy/00_deploy_flux.sh
• Add flexibility to install script to allow devs to use
• update CI to use this install script
• Add documentation for Developers installing flux
• hack/flux-install.sh should be removed/consolidated into the 00_deploy_flux.sh

I'll be taking a crack at this starting today - I've been messing with consolidating Flux for my personal BB deployments so I would like to get some of this in.

Tracking this open issue to get containers for the newest version of flux - dsop/fluxcd/source-controller#5 (closed)

Currently testing out local development of options for this issue. Will have code pushed at some point soon (1-2 days) for insight.

Edit:

Looks like that issue is just for the source controller, I must have missed that. I'll circle back to this tomorrow to see if I can restructure some new tickets to request an update of the fluxv2 component containers.
