Move backup and restore from velero package to guides

The backup and restore docs are currently located within the velero package.

Because this document is a guide to using this package, as opposed to documentation on the package itself, it should instead be located here in the big bang docs > guides folder so it is easier to find. This also follows the Big Bang convention of guide-related documentation being in the docs > guides folder and help customers more easily find this.
