Split Jaeger into dedicated repo

Istio doesn't support integrated Jaeger

• Allow for disabling kibana in elasticsearch kibana
• disable jaeger in istio-controlplane
• read elastic connection info secret from logging namespace
• read elastic certificate authroity from logging namespace
• allow for virtual service flexibiliy to put authservice in front of it
