minio istio defaults to enabled

Description

Minio virtualservice is deployed by default

This violates the package charter where we say to disable istio by default

There is also an additional issue that the hostname is not specified by default. Between these two, a default deployment of minio creates a virtualservice with minio. as the hostname.
