Latest Fluent-Bit release removed Grafana Dashboard Functionality

Helm chart bump from 0.15.3-bb.0 to 0.15.8-bb.0 removed the ability for the generated grafana dashboard to populate in the monitoring namespace and be picked up by grafana/prom-operator.
