Update Flux Dashboard/Metrics

Currently stored in https://repo1.dso.mil/platform-one/big-bang/apps/core/monitoring/-/tree/main/chart/dashboards/flux

Pull in the latest dashboard matching the flux version in BB master (currently 0.24.0).

Also validate that the podmonitor and configmap are up to date and work:
