docs: Create customer facing licensing overview doc

Task is basically to:

• Move some BigBang Consumer Facing Licensing Info docs that exist in IL2 Confluence to the public repo
• Coordinate with/get review from several people to Accuracy check them and improve upon them.
• Create: https://repo1.dso.mil/platform-one/big-bang/bigbang/-/tree/master/docs/understanding_bigbang/license_requirements.md
