Authservice related Monitoring Network Policies incorrect labelings

The dual labels used in the authservice related Network Policy in the monitoring package only supports a single value so only 1 of the 2 apps make it into the relevant network policy.

Eg: allow-from-authservice-pods app=prometheus 4h55m

Also inconsistenly causes:
