Master CI broken by MetalLB/Keycloak

When on master keycloak gets enabled (see here) but MetalLB is not set up (the conditionals here and here). We need to modify the conditionals to make sure that on master MetalLB gets deployed.

Another issue @evan.rush ran into - https://repo1.dso.mil/platform-one/big-bang/bigbang/-/blob/master/tests/tests/01_virtualservices.sh#L8 - this needs a conditional around it.
