Upgrade fails due to testFramework being enabled at some point in the past, and has been removed in favor of new helm test infrastructure.

Approving. Going to merge in since testFramework got enabled in master which we do not want. Clean install passed and once merged future upgrades will pass with grafana.testFramework being disabled in master branch.
