Resolve "Clean up Authservice related Certificate Values within BigBang"

Summary

• Bumping Authervice to version 0.4.0-bb.12 to support YAML multi-line values for a certificate_authority value.
• Updating chart/dev-sso-values.yaml to above format to document layout change.
• Updating templating for sso.certificate_authority value passed down into authservice package values.
