Minio Operator: Pass down istio value

This package MR https://repo1.dso.mil/platform-one/big-bang/apps/application-utilities/minio-operator/-/commit/bfcf8dcf77bad13519d142a27ec56c1c8d0474af was merged in but the istio value never got passed down properly to the minio operator chart.
