We actually want these values in:

• https://repo1.dso.mil/platform-one/big-bang/bigbang/-/blob/master/chart/templates/istio/controlplane/values.yaml
• https://repo1.dso.mil/platform-one/big-bang/bigbang/-/blob/master/chart/templates/istio/operator/values.yaml

not in the default chart values. subtle change but keeps our default values clean.
