Addition of the Discourse package to Big Bang

A Big Bang Package Request for Discourse

A package request is being initiated for Discourse as the discussion/QA tool of choice for Platform One.

Discourse will provide a modern discussion platform software for use by Airmen to allow asynchronous Questions and Answers between internal and external (customers) stakeholders.
The tool needed to be self hosted to support deployment within the Platform One environment(s). Currently, there are no products that meet this requirement. Jira and Confluence are currently used to provide some capabilities but do not meet all of the requirements as seamlessly as Discourse will. Jira and Confluence were the two main products that were evaluated as alternatives to Discourse.
