Update RKE2 Infra pipeline to a 1.23 version

Update to the latest RKE2 version for k8s 1.23.

All changes should be done via changes to the terraform/terragrunt: https://repo1.dso.mil/platform-one/big-bang/pipeline-templates/pipeline-templates/-/tree/master/clusters/rke2/dependencies/terraform

Once pipelines are successfully running 1.23 with all packages this can be closed. NOTE: Testing stage has some known issues on RKE2 and may not fully pass.
