[Spike] Investigate using Gitlab Project Templates
Consider:
- https://docs.gitlab.com/ee/user/group/custom_project_templates.html
- Tying to a premium version of gitlab (works for PB, doesn't work for other customers of Big Bang)
- maybe use it now, replace later
- How do these get created/configured when a new big bang instance is deployed?
