Update launchboard defaults

• bootstrap with manifest repo default to false
• bootstrap with dns merge request default to false
• ensure manifest repo does not create a ci config path.
• manifest project should not have ciconfiguration field.
• strip trailing slash gitlab path
• update our image in preprod
• create mr in launchboard
• merged in launchboard

FE

• Remove the missionapp dns component
• update our image in preprod.
• create mr in launchboard
