Reduce and consolidate CCD KSATs

This is a user story in order to perform a review of KSATs to see which ones are similar and consolidate them into one requirement.

The following was identified as needing consolidation (add to this list as more are identified):

• MTTL issue #228 (closed) Consolidate Conditional Statement KSATs

Reason

As identified in the ccd_exam_20200804-05 lessons learned, the granular level of some KSATs is making it difficult for examinees and exam creators to understand the best way to implement the varying similar KSATs. For example, there are several KSATs relating to flow control; such as if, if/else, switch, etc.; that could be all wrapped up into a single flow control requirement per language.
