Upgrade to Coder 1.19.0

After the completion of:

• dsop/coder-enterprise/coder-enterprise/coder-service!18 (merged)
• dsop/coder-enterprise/coder-enterprise/dashboard!18 (merged)

The containers will be ready and the helm chart can be updated to reflect the new containers.
