SKIP UPGRADE: Compliance Dashboard Helm Chart

Summary

Setup Compliance dashboard app and Compliance dashboard collector helm chart.

Skipping Upgrade check since this is initial deployment.

Skipping integration test until package is added to bigbang value schema.

Also adds kubescape-operator as subchart. Enabling grype-offline-db will be revisited in the future as offline/airgapped deployments are not part of the current scope of compliance dashboard. Collector and compliance dashboard app have stub templates and will be added in a future MR. This is mainly an outline that can be used for the future.
