kpt sink with upstream chart

What:

• adds Kptfile to track what upstream chart/tag this chart was based off of.
• Adds comments around all the additions/changes we've made from upstream.

Why:

• to make the chart easier to maintain.

TODO:

• still need to add documentaion on how to upgrade
• still need to integrate with CI
