Resolve "Migrate code to new template"

- Finished not overengineering collectTickets logic.
- Fixed the database upsert query bug since it was still using ticket_id = ? query.
- Added a couple of TODO comments for future work for some pieces that are still overengineered, and removed unneeded fields on Issue struct on v4 package.
