v4 release

Items needed for v4 release:

• Implement routes for adjusting collector configuration
• Add pagination to all list endpoints, with the exception of the main /metrics endpoints.
• Adjust ticket model to allow tracking of assignee changes
• Set collector configuration fields to mandatory
• Adjust all instances of value stream to properly be two words
